Regulation of a spatial externality: Refuges versus tax for managing pest resistance
نویسندگان
چکیده
We examine regulations for managing pest resistance to pesticide varieties in a temporally and spatially explicit framework. We compare the performance of the EPA’s mandatory refuges and a tax (or subsidy) on the pesticide variety under several biological assumptions on pest mobility and the heterogeneity of farmers’ pest vulnerability. We find that only the tax (or subsidy) restores efficiency if pest mobility is perfect within the area. If pest mobility is imperfect and when farmers face identical pest vulnerability, only the refuge might restore efficiency. With simulations we illustrate that complex outcomes may arise for intermediate levels of pest mobility and farmers’ heterogeneity. Our results shed light on the choice of regulatory instruments for common-pool resource regulations where spatial localization matters. JEL classification: Q16, Q18, D62.

Role of spatial and temporal refuges in the evolution of pest resistance to toxic crops.
Toxic plants have been used for years in agriculture to control major crop pests. However, the continuous exposure of targeted pests to toxins dramatically increases the rate of resistance evolution (Gassman et al. in Annu Rev Entomol 54:147-163, 2009a; Tabashnik et al. Nat Biotechnol 26:199-202, 2008). To prevent or delay resistance, non toxic host plants can be used as refuges. Our study cons...

The refuge strategy is used worldwide to delay the evolution of pest resistance to insecticides that are either sprayed or produced by transgenic Bacillus thuringiensis (Bt) crops. This strategy is based on the idea that refuges of host plants where pests are not exposed to an insecticide promote survival of susceptible pests. Despite widespread adoption of this approach, large-scale tests of t...
متن کاملWestern corn rootworm (Coleoptera: Chrysomelidae) dispersal and adaptation to single-toxin transgenic corn deployed with block or blended refuge.
A simulation model of the temporal and spatial dynamics and population genetics of western corn rootworm, Diabrotica virgifera virgifera LeConte, was created to evaluate the use of block refuges and seed blends in the management of resistance to transgenic insecticidal corn (Zea mays L.). This Bt corn expresses one transgenic corn event, DAS-59122-7, that produces a binary insecticidal protein...
متن کاملEffects of refuges on the evolution of resistance to transgenic corn by the western corn rootworm, Diabrotica virgifera virgifera LeConte.
BACKGROUND Diabrotica virgifera virgifera LeConte is a major pest of corn and causes over a billion dollars of economic loss annually through yield reductions and management costs. Corn producing toxins derived from Bacillus thuringiensis (Bt) has been developed to help manage D. v. virgifera. However, previous studies have demonstrated the ability of this species to evolve resistance to Bt tox...
متن کاملBlended Refuge and Insect Resistance Management for Insecticidal Corn
In this review, we evaluate the intentional mixing or blending of insecticidal seed with refuge seed for managing resistance by insects to insecticidal corn (Zea mays). We first describe the pest biology and farming practices that will contribute to weighing trade-offs between using block refuges and blended refuges. Case studies are presented to demonstrate how the trade-offs will differ in di...
